If the photo is already large size in the application window, double clicking should reduce the size and show the grid of photos again. After Photos is running and the grid of photos is on the screen, if you double click with the Magic Mouse, what should happen is that the photo pops up to larger size in the application window. The problem is simple, as the original poster has indicated. I have exactly the same problem starting when I updated my 27" late 2013 iMac to Sierra. It isn't quite-it still happens now and then, but is much better. This Finder problem appears much better with the new version of Sierra as well-good enough that I thought it, too, was fixed.
